Carol lives in London in 2091, when soaring temperatures have made clouds a distant memory. In pursuit of the dream of seeing rain again, she seeks to restore the climate of the city using nanotechnology, accompanied by IT shop owner Pepper and newcomer Art. But when her research disappears together with Art, she needs to infiltrate the underground neighbourhood where the rich shelter from the heat. In the process, she faces a family past that she'd rather have left behind.
